The capability
Projects report what they believe, and come to believe what they report. Assurance exists to test both — independently, before the gate rather than after the failure.
MAP assurance reviews examine delivery, not design: whether the programme is achievable, the cost forecast credible, the risks understood and the organisation capable of what the next phase demands. Reviews are structured against evidence — records, data and interviews — and conducted by consultants senior enough to recognise what they are looking at and to say plainly what they find.
The work takes several forms. Stage-gate reviews that give an investment decision a proper foundation. Readiness assessments before construction start, energisation or handover. And targeted deep dives when one area — a package, a forecast, a contractor — warrants closer examination. In every case the reporting line runs to the sponsor, independent of the team under review.
